All have formed part of the system of instruction, our parents and our grandparents. Even when you have a unfavorable opinion regarding the school, even though many parents know their children are unhappy, is accepted since it is the way of instructed, always has been and always will be. The system has a legitimacy based on tradition, which once enjoyed the royalty in many countries. Likewise, societies, especially Latin Americans, for historical reasons have paternalistic traits. This translates into expected the State to solve many of the problems faced by its citizens, problems that often have solution through individual effort. This can be seen to deliver the results of tests taken at the national level by measuring the quality of instruction.
